On February 19, Ambassador Alfonso E. Lenhardt met with Tanzania Police Force Superintendent Hamad Khamis Hamad prior to his trip to the United States of America under the International Visitors Leadership Program (IVLP). Mr. Hamad's program is titled "Combating International Crime Issues," and will be held in Washington, D.C. and several American states from February 22 through March 16. The program will include participation by senior African police officials from Tanzania, Burkina Faso, Chad, Djibouti, Mali, Niger, and Nigeria.
Mr. Hamad also serves as Assistant to the INTERPOL chief at the National Central Bureau in Dar es Salaam, as a member of the National Anti-Human Trafficking Secretariat, and as desk officer for Anti-Human Trafficking and Violence against Women and Children. He has been employed by the Tanzania Police Force in the Ministry of Home Affairs since 1998.
During their meeting, Ambassador Lenhardt lauded Mr. Hamad's leadership and presented him with a coin of excellence. He also underscored the United States' priority to partner with Tanzanians in strengthening law enforcement, combating human trafficking, promoting the rule of law, the professionalization of the Tanzania Police Force, as well as public information sharing and protection. On human trafficking, the Ambassador noted that the scourge of modern day slavery robs millions of women, men, and children of their freedom and dignity just like slavery in previous centuries. "We all have a duty to protect people and prevent human trafficking," he said.
The Ambassador also highlighted the opportunities presented by the IVLP for mutual learning and the establishment of greater networks between American and African participants, and urged Mr. Hamad to take to the United States successful best practices from Tanzania, as well as to bring back to Tanzania lessons learned in the exchange program.
Mr. Hamad thanked the Ambassador for the opportunity to visit the United States, and noted that he will dedicate himself to provide excellent representation for Tanzanian law enforcement officers in the program.
The International Visitors Leadership Program is sponsored by the American people through the U.S. Department of State. It is intended to facilitate personal and professional contacts between the people of the United States and Tanzania, and is part of overall U.S. Government direct and multilateral assistance to Tanzania of over $700 million USD (one trillion Tanzanian shillings) this fiscal year.
