Dodoma. Suala la kura za siri au za wazi limeendelea kuwagawa wabunge ambao jana walivutana kufikia uamuzi wa aina ya kura zinazofaa kupigwa kupitisha Rasimu ya Katiba.
Malumbano hayo yaliibuka jioni ndani ya ukumbi wa Bunge wakati wajumbe walipokuwa wakijadili mapendekezo ya Rasimu ya Kanuni ya Uendeshaji Bunge Maalumu la Katiba.
Katika mjadala huo, wajumbe ambao wanatoka kundi la Chama Cha Mapinduzi ndiyo waliokuwa wa kwanza kutoa hoja zao huku wakishangiliwa na wenzao kabla ya kibano kuwageukia.
Wajumbe Henry Shekifu, William Lukuvi, Mohammed Aboud Mohammed, Pindi Chana na Profesa Anna Tibaijuka walitaka hoja ya kupiga kura kwa siri iondolewe na watu wapige kura za wazi.
Hoja hiyo ilipingwa na baadhi ya wajumbe, akiwamo Ester Matiku na Hija Hassan Hija na kufanya baadhi ya wajumbe wa bunge hilo kuwashangilia kwa mtindo wa kugonga meza.
Profesa Tibaijuka alieleza uzoefu wake kuwa kupiga kura kwa siri hakutaleta maana na kwamba, hata mataifa makubwa kama Marekani hupiga kura za wazi kutoa uamuzi.
Wajumbe wengine waliounga mkono hoja ya kura za siri ni Salmin Awadh Salmini na Paul Makonda, ambao nao walisema suala la usiri katika kura halitakuwa na maana kwani Watanzania wanataka kusikia misimamo ya wajumbe wao ambao wamewatuma.
Hata hivyo, kibao kiligeuka na ukumbi mzima kulipuka kwa shangwe baada ya wajumbe wengine kutaka kura ziwe za siri huku wakitoa mifano mbalimbali na faida ya kupiga kura za siri.
Wajumbe hao ni Mchungaji Ernest Kadiva na Ester Matiko ambao kwa nyakati tofauti walipendekeza kura za siri wakiunga mkono mapendekezo ya Kamati ndogo ya Kanuni iliyoongozwa na Profesa Costa Mahalu.
Mchungaji Kadiva alitahadharisha kuwa wapo watu ambao wameingia humo kwa misimamo ya vyama vyao, hivyo kupiga kura kwa uwazi itawapa shida kutoka waumini wa vyama hivyo.
Naye Matiko alisema kura ya siri ndiyo pekee ambayo inaweza kutoa haki kwa wajumbe kutenda haki na kwa uhuru.
“Kura zote lazima ziwe kwa siri maana hata wewe mwenyekiti wetu tulikuchagua kwa kura za siri, lakini Rais, wabunge na madiwani tunawachagua kwa siri leo mnakwepa nini kupiga kura za siri?” Alihoji Matiko.
Mjumbe huyo alionyesha wasiwasi wake kuwa, kipo chama ambacho hakukitaja kwamba kimeshatoa waraka kwa kuwataka wajumbe wake wakubaliane na matakwa yao na kwamba wakipiga kura za wazi hawatatumia uhuru wao ipasavyo.
Hija alisema: “Kura zipigwe kwa siri na siri hiyo itabaki kati ya anayepiga kura na Mungu wake. Nasema hivi kwa sababu upigaji wa kura wa wazi utawafanya baadhi ya wajumbe kuwa watumwa kwa watu fulani.”
Naye John Mnyika alisema alikuwa muumini wa kura ya wazi, lakini baada ya kusikiliza kwa makini utaratibu huo unawekwa ukiwa na siri nyuma ya pazia, hivyo wakubaliane kura iwe ya siri.
Alisema tayari kuna chama kimetoa waraka kwa wajumbe wake kutoa msimamo wake.

Hivi Tanzania inakwenda wapi? Siri za nini? Democracy na siri ni vitu viwili tofauti. Kila mara tunasema tunataka uwazi. Uwazi upi wa kuchagua mahali utakapo tumia uwazi? I repeat, " Transparency is one of Pillars of Democracy" There is a lesson to learn and if we miss this opportunity to learn and practice transparency, time and history will judge us. Justice
In Tanzania, The Opposition wants openness/ transparency when whatever is on the table is the from leading party. In the Era of Democracy, being in opposition and cry for transparency is truly part of the entire realm of Democracy. Why worry about being a pioneer and champion of the democracy if your idea and contribution is known as for you will truly be practicing democracy? Have we learnt a lesson? History is the biggest and highest judge on land. Why worry anyways, today is CCM and tomorrow is, who knows?! CA members should know that it will be a hard work to create a sound Constitution for our great Nation - Tanzania. These time wasting pull-push, arguments and others are the signs at best of the misunderstanding between member, all portrays a worrisome feeling about what to expect of/from them(CA). It's our hope that our constitution will be non partisan although those members are and Tanzanians are but they (Tanzanians) are not divided. We hope that at the end of this project of theirs(CA)members, we will not ending up divided. Tanzania which have carried all of us to this age and time deserves better. Time will be the Juror.
