HEBU PITIA HABARI HII YA Tanzania ECTN Proposed Implementation

Please see attached information received from our agents and also from Dolphin Movers in the UK who advise that they will be implementing this charge on behalf of TPA.

We can advise that the introduction of this ECTN and particularly the high charges being levied are being challenged by local freight forwarding associations in Tanzania with the hope of either delaying the start of this or not allowing this to start. You will see from attached ECTN Meeting the status of this.

We are aware that major lines servicing Tanzania are unsure as to whether they will be enforcing the ECTN requirement as yet and we expect further information to be advised in the coming weeks.

 It is important to note that the above notice states that ECTN is applicable for cargo shipped on board from 1st September 2013only and does not affect vessels leaving throughout August.

 However please be aware of the potential for these charges to be implemented. We have attached the charges tariff as advised by Dolphin and TF Shipping do not plan to make any profit from this if it indeed is introduced therefore are happy to show shippers the high charges that have been suggested.

 As an example the above will mean that a 55cbm tractor unit would incur an ECTN cost of GBP 356.00!. For a 150cbm trailer stack cost would be GBP 736.00!

 I would suggest for clients in Tanzania that they take this up locally with TPA who are implementing this and also local authorities as this is an extremely expensive and unfair charge for all shippers.

Prior to confirmation of the minutes, TASAA expressed the inclusion into the minutes of the opinions missed in the minutes as emailed to the SUMATRA officers who prepared.
Shippers’ Council expressed their position on ECTN also citing that they had not been consulted, and that there had been no stakeholder meeting
TCCIA noted that it appears that TPA overshadows the regulators authority hence the need to remind TPA of its place and parameters of responsibility. It should stick to its core business.
TASAA also advised the meeting on a potential alternative that TPA may opt for. Since TPA has already ‘allegedly’ signed a 5 year contract with Antaser, it may opt to continue and foot the charges payable to Antaser for the service. If that is the case, TASAA expressed worry that following such a decision, TPA may attempt to recover the cost through an increase in their tariff structure if not immediate, but possibly in the near future before the 5 year contract runs out. TASAA advised SUMATRA to be vigilant of this possible development as it would have the same financial implications overtime; and there will be time and inefficiency costs associated with the bureaucracy of implementing the CTN even if no direct payment is made.
TASAA noted that of the six countries which Antasser offers CTN, four are landlocked; it cannot be that their “Ports Authority spearheaded CTN.
It was brought to light that TPA sought to introduce ECTN due to cheating in declaration. TASAA countered this because (1) TPA gets the manifest from TRA and wharfage is charged ad valorem regardless of any other description; (2) Antaser does not physically verify the consignment, it merely avails online a form that is filled the same details as the BL; (3) As for transit cargo, wharfage is charged on a fixed ton basis for the same reason of avoiding cheating; (4) For cargo other than containerized, the best place for verification and evaluation is at the port of discharge.

IMPLEMENTATION OF THE ELECTRONIC CARGO TRACKINNOTE.

Tanzania Ports Authority (TPA) has been statutorily mandated to own and manage Sea and Lake Ports in Tanzania and is desirous to improve the control on declared cargo values, the occupation of the port facilities and the safety of the Ports and the Territory, and to assure availability of accurate statistics on cargo flows into the country.
In order to achieve these objectives, beneficial for the National interest, it has been decided that all import cargoes into the country, transit cargoes included, will have to be covered by an Electronic Cargo Tracking Note (ECTN) as from Sept. 1st 2013 (date of Bill of Lading).
TPA has entered into a service cooperation with ‘Antaser Afrique BVBA’, who will provide the Electronic Cargo Tracking Note on worldwide level through its websitwww.antaser.com and its international agency network.
Procedures request an ECTN to be completed at the loading port for each Bill of Lading by the shipper or his forwarder. After control of its contents and of the mandatory attached documents (copy of the BL, Commercial Invoice and Export Customs Declaration) the ECTN will be validated by Antaser and released electronically to the shipper.
Shipping lines are bound to include the ECTN-number into the Bill of Lading and cargo manifest under the penalty of effective fines.
Validated ECTN will be a mandatory document being part of the (transit) custom clearance at Tanzanian Ports; cargoes arriving without ECTN will be blocked for delivery until validation of a regularization ECTN by Antaser.
