Tamko la Twaweza | Twaweza Statement

Twaweza_NiNani?

Kwa wiki kadhaa zilizopita, Twaweza imetajwa sana na kujadiliwa katika vyombo vya habari na katika mijadala mbali mbali ya umma. Kwa kipindi chote hicho tumekuwa kimya ili kujipatia muda wa kutafakari masuala yote haya kwa kina. Lengo kuu la mkutano wa leo ni kuujulisha umma Twaweza ni nini, tunafanya nini na tunasimamia misingi gani katika utekelezaji wa majukumu yetu. Kupitia mkutano huu tunaamini kwamba tutajibu tashwishwi na maswali mengi ya umma yanayoonekana kuelea bila majibu sahihi.

Awali ya yote tungependa kuwafahamisha matukio ya hivi karibuni yaliyopelekea Twaweza kutajwa na kujadiliwa katika vyombo vya habari na mijadala mingineyo ya umma.


Matukio
Kwa wiki kadhaa sasa, Twaweza imepitia kipindi chenye changamoto za mashirikiano baina yake na baadhi ya taasisi za kiserikali kufuatia uzinduzi wa taarifa za ripoti mbili za Sauti za Wananchi mnamo Julai 5, zenye vichwa vya habari; Kuwapasha Viongozi? Na Nahodha wa Meli yetu wenyewe?

Tumepokea barua mbili kutoka Tume ya Sayansi na Teknolojia (COSTECH) ambazo zinahoji uhalali wa programu ya Sauti za Wananchi na kututaka tufafanue kwa nini hatua za kisheria zisichukuliwe dhidi yetu. Tumezijibu barua zote mbili kwa wakati tuliopewa.

Pia Idara ya Uhamiaji imeishikilia pasi ya Mkurugenzi Mtendaji wa Twaweza ya kusafiria tangu Julai 24. Siku ya Agosti 1, Ndugu Aidan Eyakuze alizuiliwa kusafiri kwa kutumia Shahada ya Dharura iliyotolewa kwa utaratibu uliopo, ili aweze kushiriki mikutano ya kikazi kwenye ofisi za Twaweza jijini Nairobi na Kampala. Hatuna taarifa yoyote ya amri ya kimahakama yenye kuidhinisha jambo hili.

Twaweza ni nani?
Twaweza ni shirika lenye kuamini katika uwazi na linashirikiana kwa ukaribu na wadau muhimu katika jitihada zake za kuchangia katika ukuaji wa demokrasia na maendeleo nchini Tanzania. Mara kwa mara tumefanya kazi na Serikali na tumechangia katika jitihada za serikali kwa kufanya tafiti zinazoleta takwimu muhimu katika kuibua mawazo na habari zenye kutoa mwangaza na uhalisia wa mambo katika kujaribu kutafuta ufumbuzi wa maswala mbali mbali muhimu.


Shirika la Twaweza lilianzishwa mwaka 2009 na Mwanaharakati Mtanzania, bwana Rakesh Rajani ikifanya kazi zake nchini Kenya, Tanzania na Uganda kwa lengo la kuhamasisha uwepo wa raia makini (watu kufanya kazi ya kutatua matatizo yao wenyewe, na kushirikiana na serikali; mamlaka zenye kuwajibika (serikali sikivu na yenye kuchukua kwa umakini hoja na mawazo ya wananchi); na watoto kujifunza ili waweze kukua na kuwa raia wenye tija na ushiriki.

Uwezo
Moja ya programu kubwa za Twaweza ni Uwezo, tathmini kubwa barani Afrika inayotekelezwa na wananchi wenyewe chini ya uratibu wa Twaweza. Maelfu ya wananchi wamejengewa uwezo wa kukusanya takwimu na kutathmini endapo watoto kati ya umri wa miaka 6 hadi 16 wanaweza kusoma hadithi za kiwango cha darasa la pili kwa lugha ya Kiingereza na Kiswahili na pia endapo wanaweza kufanya hesabu za darasa la pili. Kwa kupitia uhakiki wa karibu na mara kwa mara wa ubora wa elimu pamoja na kusambazwa kwa matokeo ya tathmini hii, Uwezo imekuwa ikichangia ukusanywaji wa mamilioni ya dola kuelekezwa katika mfumo wa elimu nchini Tanzania kwa lengo la kuwa na matokeo bora ya kujifunza. Nchi nyingi zinaona thamani na tunu kubwa ya mfumo huu unaotekelezwa na wananchi katika kutathmini matokeo ya elimu kwa watoto, na Uwezo imeshirikiana na serikali na asasi za kiraia katika nchi zaidi ya saba kutoa ushauri wa namna gani watatekeleza vyema jitihada kama hizi.

Pia Twaweza, kupitia programu ya Uwezo, imekuwa ikishirikiana na serikali katika kuhakikisha upatikanaji wa elimu bora kwa watoto wote Tanzania kwa mfano
1.       Matokeo ya tathmini za Uwezo yaliigutusha serikali kuhusu tatizo la matokeo duni ya elimu, yaani pamoja na kuongezeka idadi ya shule na watoto wanaopelekwa shuleni, bado kuna tatizo kubwa la watoto kujifunza maarifa na kupata stadi muhimu kama kusoma na kufanya hesabu. Hatimaye, sera na mikakati mbalimbali ya serikali imenukuu matokeo haya ya tathmini ya Uwezo, na wabunge na viongozi kadhaa wa serikali wametumia taarifa za Uwezo kwenye mijadala ya kisera kuhusu elimu.
2.       Matokeo ya tathmini za Uwezo yamechochea mijadala ya elimu na maarifa ya kimkakati kwenye takribani wilaya 150 na tumesisitiza umuhimu wa wadau hasa hasa wananchi na serikali za mitaa kushirikiana katika kuboresha sekta ya elimu kwenye maeneo yao.
3.       Kutokana na mchango wa programu ya Uwezo na tafiti nyingine za Twaweza, tumekuwa mwanachama wa kikundi kazi (Task Force) cha kutengeneza Mwongozo wa Taifa wa Tathmini ya Darasa la Pili (National Standard 2 assessment framework)

KiuFunza
Mbali na programu ya Uwezo, kupitia program ya KiuFunza, mradi mkubwa mwingine, iliyofanyika katika wilaya 11 nchini tangu mwaka 2014 mpaka mwaka 2016, Twaweza imeonesha umuhimu na uwezekano wa kupeleka fedha za ruzuku moja kwa moja shuleni bila kupitia Halmashauri za Wilaya.

Jambo hili liliishawishi serikali kutekeleza sera hii ya kupeleka ruzuku moja kwa moja shuleni. KiuFunza pia ililenga kuwalipa walimu bakshishi kutokana na ufanisi wao ili kuwapa motisha kufanya kazi kwa bidii na kuwezesha watoto kujua kusoma na kufanya hesabu kulingana na matarajio ya mitaala ya darasa la 1-3.

Matokeo ya KiuFunza yameipendeza Serikali na sasa tumeingia ubia na TAMISEMI na Wizara ya Elimu kutekeleza mkakati wa kuwapa motisha walimu ili waweze kujituma zaidi kufundisha watoto kwa matokeo bora zaidi.

Sauti za Wananchi
Sauti za Wananchi ni programu nyingine kubwa ya Twaweza. Sauti za Wananchi inatoa fursa kwa wadau wa serikali, wafanya maamuzi, vyombo vya habari na wadau wengine kufahamu hali halisi (ama kupima mapigo ya moyo) kwenye masuala mbalimbali ya kijamii, kisiasa na kiuchumi nchini. Kabla ya programu hii ya Sauti za Wananchi, hapajawahi kuwapo fursa na uwezo kufahamu maoni ya wananchi wa kawaida kwa uharaka na kwa gharama nafuu.

Sauti za Wananchi imekuwa chipukizi na kinara katika nyanja hii ya kupima mapigo ya moyo wa taifa. Ufanisi huu wa kuandaa, kutekeleza na kusimamia programu uliishawishi Benki ya Dunia kushirikiana na Twaweza katika kuandika kwa pamoja kitabu juu ya namna gani tafiti zenye kutumia simu zinaweza kufanywa. Jambo ambalo limebuniwa na kutendwa Tanzania sasa linatumika kama mfano bora na jambo la kuelimisha taasisi katika kila pembe ya dunia.

Idara kadhaa za serikali zimeshatumia taarifa zinazotolewa na Sauti za Wananchi kukusanya takwimu ambazo zinasaidia katika utekelezaji wa kazi zao, ikiwemo Jeshi la Polisi, Wizara ya Elimu na Mafunzo ya Ufundi, Ofisi ya Taifa ya Mkaguzi Mkuu wa Hesabu za Serikali. Pia, tumepokea na kushughulikia maombi ya kutoa ripoti za kina kwa baadhi ya maafisa wa serikali.

Sauti za Wananchi ilianzishwa mnamo mwaka 2013 nchini Tanzania na Twaweza iliendesha raundi 65 kwa kutumia miundo mbinu iliyoiweka na kuchapa zaidi ya machapisho 50 toka katika maoni, sauti na uzoefu wa wananchi. Katika kipindi hicho, matokeo ya Sauti za Wananchi yameandikwa au kunukuliwa katika habari (magazetini, redioni na kwenye vipindi vya luninga) zaidi ya mara 1000 huku ikipata ushiriki na mjadala zaidi ya milioni kwenye mitandao ya kijamii.

Hizi ni program kubwa tatu zinazotekelezwa kwa miaka mingi na shirika la Twaweza. Kwa kuongezea, tunaendesha na kushiriki katika miradi kadhaa midogo midogo na ya muda mfupi zaidi ya mia moja ambayo yote inabuniwa kwa kusudi kubwa la kujenga na kupanua mahusiano mapana na yenye tija baina ya wananchi na serikali zao.

Who is Twaweza?

Over the past few weeks Twaweza and our work has been the subject of extensive public debate in Tanzania and beyond. Thus far we have largely been silent in this debate. The main purpose of this press conference is to tell the story of who Twaweza is, what we do, and what we value. Through this we hope to deepen public understanding of our work and its contribution to the country, the region and the world. We will first provide an update on the events of the past few weeks.

Events
Twaweza has faced a few weeks of a more challenging series of engagements with selected government institutions since the July 5 launch of the two most recent Sauti za Wananchi briefs, titled ‘Speaking truth to power?’ and‘Captains of their own ship?’.

We have received two letters from COSTECH seeking clarification about our research clearance, and asking us to demonstrate why legal action should not be taken against us. We have responded to both letters.

In addition, immigration officials have retained his passport since 24 July. On August 1, he was denied the right to leave the country for meetings in Twaweza’s Nairobi and Kampala offices using an emergency travel document obtained through the normal process. We are not aware of any court order mandating this restriction of his travel outside Tanzania.

Twaweza
Twaweza is an open and transparent organization, and collaborates closely with critical actors in our drive to contribute to democracy and development in Tanzania. We often work with and support the efforts of government, bringing evidence, ideas and stories to shine a light on reality and try to contribute to the search for solutions.

Founded in 2009 by Tanzanian activist Rakesh Rajani, with operations in Kenya, Tanzania and Uganda, Twaweza works to promote: active citizens (people working to address their own problems, and engaging with government to do so when needed); responsive authorities (governments that hear and take seriously citizens’ concerns and ideas); and children learning so they can grow up to be productive and engaged citizens.

Uwezo
One of Twaweza’s major programs is Uwezo, Africa’s largest citizen-led learning assessment. Thousands of citizens are trained to collect data and assess whether children aged 6 to 16 can read a Standard 2 level story in English and Kiswahili and whether they can do Standard 2 multiplication. Through constant monitoring of education quality and widespread dissemination of the results, Uwezo has contributed to mobilizing millions of dollars into the Tanzanian education system aimed at improving learning outcomes. Many other countries see great value in this type of citizen-led learning assessment and Uwezo has collaborated with governments and civil society organizations from more than seven countries to advise them on implementing their own such initiatives.

In addition, Twaweza, through our Uwezo initiative, has worked extensively with the government to try to ensure quality education for all the children of Tanzania.

Uwezo assessment findings brought the learning crisis to the attention of the government; namely that despite the important successes of enrolling more children in school and building new schools, children were not learning basic literacy and numeracy skills. Ultimately even the government’s own assessments produced similar findings and a number of MPs and other government leaders have used Uwezo data in debates and discussions about education policy.
The results from our annual learning assessments have catalyzed discussions about education and strategic initiatives in education in approximately 150 districts. The discussions particularly emphasize the critical role that stakeholders especially citizens and local governments can and should play in improving education in their areas.
Because of the contribution of Uwezo and other Twaweza research, we were selected to be a member of the Task Force to develop the National Standard 2 Assessment Framework.

KiuFunza
Through our KiuFunza program, another significant project implemented in 11 districts between 2014 and 2016, Twaweza demonstrated the importance and the do-ability of sending capitation grants directly to schools instead of via local governments. Our trial contributed to convincing the government to adopt this as policy and since 2016 the grants have been going directly to schools.

KiuFunza also trialed the concept of performance pay or cash on delivery for teachers, offering early grade teachers a small bonus for every student who was able to grasp specific early grade literacy and numeracy skills. The aim was to motivate teachers to ensure that children grasp these skills as per the national curriculum. The government was pleased with the results and we are now working in partnership with the ministries of local government and education to use government data and systems to trial a performance pay pilot for teachers with the aim of improving learning outcomes.

Sauti za Wananchi
Sauti za Wananchi is another major Twaweza initiative. Sauti za Wananchi offers government actors, decision-makers, media and other interested stakeholders the opportunity to have their finger on the pulse of the country. Never before has there been the capacity to know what citizens on average are thinking and experiencing so quickly and cost effectively. Sauti za Wananchi is a pioneer in its field and because of our experiences with designing, implementing and managing the program, we have worked closely with the World Bank to co-author a book on how mobile phone surveys should be done. An initiative that has been innovated and honed in Tanzania is being used as a model and as learning for organizations all over the world.

A range of government departments have made use of the insight offered by Sauti za Wananchi including the police force, ministry of education and vocational training and national audit office who have used the infrastructure to collect data to support their work. We have also been requested to provide numerous in-depth briefings to a range of government officials.

Sauti za Wananchi was launched in 2013 in Tanzania and Twaweza has conducted 65 call rounds using the infrastructure, and published over 50 publications from the views, voices and experiences of citizens. In that time Sauti za Wananchi data have gained close to 1,000 pieces of media coverage and millions of social media engagements and impressions.

These are just three of the major multi-year initiatives of Twaweza. In addition, we engage in hundreds of other smaller and shorter projects all designed to ultimately create a more productive and collaborative relationship between citizens and their government.
