Justine Kasule Lumumba, the government Chief Whip has been appointed the Secretary General of the ruling National Resistance Movement party replacing former Prime Minister Amama Mbabazi.
She will be deputised by the minister without Portfolio in charge of political mobilisation, Richard Todwong. He has been the acting Secretary General.
The change of the party’s core leadership made Monday night, follow last week’s resolution of the national delegate’s conference that amended the NRM constitution and gave the chairman powers to appoint the party’s top executive with the approval of National Executive Committee (NEC)
Information minister Rose Namayanja, has been appointed treasure, replacing Trade minister Amelia Kyambadde and Dr Kenneth Omona, the Kaberamaido MP, as her deputy replacing Singh Katongole.
The party appointed former Makerere University Academic Staff Association chairman Tanga Odoi, as head of its Electoral Commission, replacing Prime Minister Ruhakana Rugunda.
Those appointed shall however assume office after approval by the party’s second highest organ-National Executive Committee. The approval is expected on January 8, 2015.
Sources who attended the meeting said that Lumumba, who is a member of the Central Executive Committee was asked to excuse herself before President Yoweri Museveni, also NRM chairman read out the nominees.
CEC allocated the various positions after a brief debate.
Former Premier Mbabazi did not attend yesterday’s meeting that sealed his fate. He is currently on leave.
President Museveni fired Mbabazi in September. He is accused of using party structures to promote his presidential ambition and mobilise against Museveni in the 2016 election. Mbabazi denies these allegations.
The new appointment will create more gaps in cabinet as the amended NRM constitution requires those approved to serve in demanding position in the party, to relinquish position the hold in government.
