Tanzanians in diaspora likely to vote in General Election

Prime Minister Mizengo Pinda

The government has hinted on the likelihood of history being made with Tanzanians in diaspora having the chance to take part – as voters – in the General Election lined up for this October.
Prime Minister Mizengo Pinda made an announcement to that effect in the National Assembly yesterday during the PM's questions and answers session.
He informed the House that the National Electoral Commission (NEC) and Zanzibar Electoral Commission (ZEC) have already started working on
modalities to allow the Diaspora to exercise their democratic right.

The PM’s announcement was prompted by a question by Mkanyageni MP Habib Mnyaa (CUF), who wanted to know of government’s plans to grant Tanzanians in Diaspora and who have voter’s IDs, to take part in the country’s election process.

Responding the Premier said: “As government, we have taken steps to that end by directing NEC and ZEC to develop modalities to allow Tanzanians in Diaspora to take part in the General Election.”

“Tanzanians in the Diaspora have the right to take part in the country’s democratic process and we are interested to see that happen,” Pinda said.
He however was keen to admit that there are technical difficulties to the aspiration that need be addressed, ‘but I am sure, NEC and ZEC will be able to sort-out those challenges,’ he said.

“This won’t be new to us as, during the Constitutional review process, those in Diaspora aired their views. I am sure this also will be taken care of by the authorities,” he insisted.

The country is expected to hold General Elections in October this year with the Biometric Voters’ Registration process expected to begin later this month.

The PM however did not specify as to whether the Diaspora will be included in the new system as holders of old voters card that are no longer allowed to take part in the coming elections.

Late last year, NEC conducted the BVR in Katavi Region, Kilombero as well as Kawe as a pilot study. It is now expected to conduct the exercise countrywide ahead of the Constitution Referendum – slated for April 30.
NEC Chairman Judge (rtd) Damian Lubuva was recently quoted saying the BVR pilot project was a success.

He said results from Kawe (Dar es Salaam), Kilombero (Morogoro) and Katavi constituencies showed that the system is viable enough for use in the referendum and the General Election.

“We have succeeded because the number of people who came for registration exceeded our estimations,” said Lubuva.

NEC announced that in Kawe constituency 15,123 out of 27,148 voters were registered in Bunju ward, in Mbweni ward it was 6,200 out of 8,278.
In Kilombero constituency 19,188 people from Ifakara, Kakingiuka, Ipangala and Viwanja Sitini wards were registered surpassing NEC’s 17, 790 projection.

In Katavi constituency, Ikuba, Usevya and Kibaoni wards 11,210 voters were registered while the expectation was 11, 394.
