It's Our Turn To Sing; A reflective piece on the role of the Tanzania diaspora by Dr. Frank Minja



“Why does a bird sing?”

H. E. Ambassador Dr. Arikana Chihombori-Quao posed this question in her keynote address at the Diaspora Council of Tanzanians in America (DICOTA) Health Forum on the Role of Tanzania’s Diaspora in Enhancing Healthcare (Engagement | Awareness | Action), held in Greenbelt, MD on November 11th , 2017. The #DICOTAHealth Forum brought together over 130 delegates from across America and Tanzania, involved and interested in the various ongoing projects and opportunities in healthcare in Tanzania. The stories, experiences and insights shared at the Forum were just incredibly inspiring. Many of us came to the same realization that we are woefully ignorant of the successes and struggles of others, trying to accomplish similar goals in the same regions, and sometimes even the same hospitals, in Tanzania! “A bird sings not because it can, but because it has a song to share”, answered H.E Ambassador Chihombori-Quao. More about the song later.

Mothers still dying in beautiful Zanzibar
Every week, an expectant mother attends a health facility in Zanzibar to deliver her baby, and both never return home. Yes, this does happen on average every single week in Zanzibar, in 2017. Indeed, the maternal mortality ratio in Tanzania today is still terrible at 578 maternal deaths per 100,000 live births, which is a significant improvement from 870 maternal deaths per 100,000 live births in 1990. The Sustainable Development Goals health target is 216 maternal deaths per 100,000 live births by 2030. These maternal death numbers are shocking for anyone who pauses enough to consider what this actually means, to each mother’s family. Yet maternal mortality is just one stubborn indicator of how far healthcare services in Tanzania still need to go. We need to look and engage beyond the traditional healthcare system of doctors, nurses, midwives, and Ministry of Health officials. We literally need to engage everyone, and most importantly ask ourselves what each of us can do to help.
“But, where exactly does one start?”, asked one of the #DICOTAHealth Forum delegates. “We start by first showing up”, I replied. When on the ground and begin to confront each healthcare challenge as an opportunity; we will use our expertise, talent and creativity to come up with viable solutions. Could it be universal pre-natal ultrasound screening (ZADIA and Pure Ultrasound)? Or more training and birthing supplies for midwives (Child Survival InternationaI)? Or engaging with young expectant mothers on social media and encouraging them to get prenatal care and deliver in health facilities (myAfyapal)? Or promoting academic excellence amongst medical students in Tanzania (Maendeleo, Inc.)? These are just a few of the solutions and organizations featured at the #DICOTAHealth Forum.

#DICOTAHealth Forum and beyond

While the #DICOTAHealth Forum was a resounding success by all measures, our work has just begun. Many of the delegates continue to engage in robust online and offline, sharing our stories and opportunities in real time. We have already amassed a database of more than 20 Tanzanian diaspora-led organizations involved in healthcare in Tanzania, and look forward to share and highlight their incredible stories of success and important lessons learned along the way.

There is no shortage of people who deeply understand and care about the healthcare issues and challenges facing Tanzania. There are also many great initiatives and funding opportunities available for this important work. What is missing is a platform, an ecosystem, for all these good people to mingle and exchange ideas, support each other, learn from each other. #DICOTAHealth Forum aspires to continue to be that special place, a vibrant platform and ecosystem, where we all meet to engage with each other on “healthcare in Tanzania.” We are actively recruiting and connecting with Tanzanian diaspora, wherever they might be. We already have several delegates on the #DICOTAHealth Forum from the United Kingdom, Tanzania, and the United States. A Distributed Network The beauty and key strength of the African diaspora is our very distributed nature, across time zones, geographical borders, citizenships, generations, history, cultures and religions – as a people, we are everywhere, all the time! Literally, one of us, is always awake, somewhere. We are a distributed network, just waiting to be activated.

The #DICOTAHealth Forum is being transformed to work in that special space “in-between” individuals and organizations, and across time-zones and geographical borders. Ideally, the platform would be at once a glue, and a catalyst – just like the African diaspora are. We aspire to bring and bind great minds together, while at the same time kindling a fire within their hearts, to move all of us into action. When we do engage together in action, our collective song will pleasantly surprise many. The #DICOTAHealth Forum also envisions a distributed network with no true central command, each node being capable of being as impactful as the next individual; and each positive action inspiring and further strengthening the entire network. We do not seek to become yet another separate organization, or even an umbrella organization. For example, from the outset, the “#DICOTAHealth Forum” WhatsApp group has at least ten (10) moderators – each with similar administrative powers to invite other delegates and modulate the online discussion. The group currently has more than one hundred individuals and is growing. Delegates include public health specialists, healthcare advocates, nurses, physicians, volunteers, parents, politicians and other citizens who care about healthcare in Tanzania.
Song, Action, Mothers

What is the connection between song, action, and mothers in Zanzibar? Simply stated, we urgently need a critical mass of the African Diaspora to sing through action, and together in harmony, for healthcare in Tanzania, and elsewhere in Africa. We believe that in doing so, many more mothers in Zanzibar will return home with their babies, who will soon grow up to enjoy the beautiful beaches of Zanzibar! It is our turn to sing, because we each have a song to share.

Who Are We?
The Diaspora Council of Tanzanians in America (DICOTA) is a membership organization. The purpose of DICOTA is to unite and strengthen the Tanzanian American Diaspora and its supporters, in order to enhance the economic, health, and social well-being of Tanzanians in America and at home.

Our Mission & Governance
We believe in engaging the Tanzanian American Diaspora and its supporters in promoting, enhancing and sustaining the relationship between the United States and Tanzania. DICOTA is led by a seven member Executive Committee and is governed by a nine member Board of Trustees. All positions are selected through a member election process. Meet our leaders.

Our Recent Initiatives
Tanzania Constitutional Review Participation
In 2014 while collaborating with Tanzania community leaders, DICOTA was very active with the constitutional review process in parliament, including having a member from the diaspora in America appointed to the Constitution Assembly in Dodoma.

Tanzania National Diaspora Policy Participation
In order to enhance DICOTA’s ability to effectively engage in advocacy for diaspora issues, DICOTA is in the early stages of working with the Ministry of Foreign Affairs and East African Cooperation to develop a proposal for the Tanzania Diaspora policy.

Investments, Remittances and Trade
Understanding that the diaspora has an important role to play in our country’s progress towards middle income nation by providing resources that can be used in education, technology, and industrialization initiatives, DICOTA is working to match the needs for capital in Tanzania, with the potential for inward diaspora funds that will be used to match need to availability, these included but not limited to: Diaspora Bank Accounts, Diaspora Investment Funds and Diaspora Crowdfunding.

Diaspora Philanthropy – Gender, Health and Youth Issues
On November 11th, 2017, DICOTA hosted a health forum on the Role of Tanzania’s Diaspora in Improving Healthcare in Greenbelt, MD. Over 130 professionals attended from Tanzania and within the U.S. Diaspora, encompassing government Officials, healthcare professionals (doctors, nurses and administrators), public health interventionists, business and nonprofit leaders. The forum brought a diverse and dynamic group of speakers who provided in-depth insights as well as successful practical tools, methods, and mechanisms in areas the Tanzania Diaspora can become more effective, such as health care investment, education and outreach. Her Excellency, Dr. Arikana Chihombori-Quao, Permanent Representative of the African Union Representational Mission to the United States of America, delivered the address. His Excellency Wilson M. Masilingi, Ambassador of the United Republic of Tanzania to the United States and Mexico, delivered the welcome.

HAKUNA TISHIO LA USALAMA NCHINI

Kumekuwa na taarifa kwenye mitandao ya kijamii zinazosambazwa na watu wasioitakia mema nchi, zinazotishia usalama wa raia na mali zao. Taarifa hizo zimewatia hofu baadhi ya raia wa kigeni na wanadiplomasia wanaofanya kazi na kuishi hapa nchini.
Taarifa hizo zimekuwa zikidai kuwa kutakuwa na maandamano yatakayofanyika tarehe 26 Aprili 2018 na zinawaonya raia wa kigeni wasiende Zanzibar katika kipindi cha Sikukuu ya Pasaka na sherehe za Muungano kwa sababu za kiusalama.
Wizara ya Mambo ya Nje na Ushirikiano wa Afrika Mashariki inawahakikishia wanadiplomasia na raia wote wa kigeni wanaofanya kazi na kuishi nchini na wananchi kwa ujumla kuwa, waendelee na shughuli zao ikiwemo kusafari kutoka eneo moja kwenda jingine bila ya hofu yeyote kwa kuwa hakuna dalili zozote za uvunjifu wa amani, usalama na utulivu wa nchi.
Vyombo vya usalama vipo makini vinatekeleza majukumu yake ipasavyo kuhakikisha kuwa matukio yote ya uhalifu yanadhibitiwa kabla ya kuleta madhara kwa umma. 
Hivyo, Wizara inawaomba wanadiplomasia, raia wa kigeni wanaoishi nchini na wananchi kwa ujumla kuzipuuza taarifa hizo. Wananchi waendelee kushirikiana kwa karibu na Serikali yao kupata taarifa sahihi kutoka vyanzo vinavyoaminika badala ya kutegemea propaganda za watu wanaotumia mitandao ya kijamii kwa maslahi binafsi.

MTANZANIA Leyla Mtumwa (36) mkazi wa Arusha aliyekuwa akiishi Uingereza anadaiwa kuuawa kwa kuchomwa visu sehemu mbalimbali za mwili wake na mwanaume mwenye umri wa miaka 38 (jina halijatajwa) ambaye pia ni Mtanzania anayesemekana kuwa ni mpenzi wake waliokuwa wakiishi naye pamoja.

Tukio hilo la kusikitisha lilitokea usiku wa kamkia jana Machi 30, 2018, katika nyumba wanayoishi Watanzania hao iliyopo eneo la Haringey, Kirkstall Avenue, N17 jijini London, baada ya kuzuka ugomvi baina yao ikiwa ni muda mfupi baada Leyla kurejea nyumbani akitokea disco la usiku alikokuwa amekwenda na marafiki zake.

Vyanzo mbalimbali vinaeleza kuwa, alirudi kutoka disco akiwa na rafiki yake wamelewa na kuingia ndani, ambapo alimkuta mpenzi wake ambaye alianza kufoka na kutukana jambo lililoibua mzozo mkali baina yao.

Wapalestina 15 wamekufa shahidi na wengine zaidi ya 1,416 wamejeruhiwa jana Ijumaa,kufuatia kupigwa risasi na kukosa pumzi katika mapigano na majeshi ya kivamizi ya Israeli na walenga shabaha, yaliyotokea kwenye mistari ya mpaka wa kaskazini mashariki mwa Ukanda wa Gaza.
 Baada ya Wapalestina kushiriki katika maandamano ya amani (kuadhimisha miaka 42 ya Siku ya Ardhi) katika Ukngo wa Magharibi na Ukanda wa Gaza, isipokuwa utawala wa kivamizi wa Israeli ulikabiliana na maandamano haya kwa unyama wa hali ya juu,pale ilipowapiga risasi waandamanaji hao na kupelekea kuuawa kwa idadi hii kubwa ya Wapalestina.
Rais wa Dola ya Palestina “Mahmoud Abbas” ameubebesha utawala huo wa kivamizi wa Israeli jukumu kamili la mauaji hayo ya jana, pia majeruhi kufuatia hatua ya jeshi lake kuyakabili kwa risasi maandamano ya amani ya kitaifa, yaliyotoka kwa lengo la kuadhimisha siku hii na kushikamana na haki yake katika kujiamulia mustakabali wake kama ilivyo kwa mataifa mengine ya dunia.

Katika hotuba yake jana Ijumaa, Rais aliomba Umoja wa Mataifa kufanya haraka kutoa ulinzi wa kimataifa kwa wananchi wa Palestina wasio na mtetezi, kutokana na uadui huu wa kila siku unaoendelea na kuzidi.

Rais ameongeza kusema kuwa,”Hakika kuuawa kwa idadi hii kubwa ya mashahidi pia kujeruhiwa kwa wengine katika maandamano ya amani ya kitaifa, kunatilia mkazo wajibu wa jamii ya kimataifa wa kutoa ulinzi kwa wananchi wetu wa Palestina wasio na mtetezi”.
Aidha Rais Abbas ametangaza kuwa leo jumamosi ni siku ya maombolezo ya kitaifa kwa roho za mashahidi hao, ambao waliouawa jana kwa risasi za majeshi ya Israeli.
Matukio ya Siku ya Ardhi ya Wapalestina yanaanzia mwaka 1976, baada ya utawala wa kibaguzi wa Israeli kuchukua kwa mabavu maelfu ya Dunum (ekari) ya ardhi ya Kiarabu zenye umiliki binafsi au wa jumuiya, ndani ya mipaka ya maeneo yenye idadi kubwa ya watu, chini ya kivuli cha amri mpya iliyotolewa katikati ya miaka ya 1970 iliyojulikana kama "Maendeleo ya Jalil",huku msingi wake hasa ukiwa ni "Kuingiza uyahudi Jalil".

One of our missions is to engage in activities that are beneficial to both Tanzania and the Tanzanian diaspora. We recently learned that Dr. Charles Kimei, the Managing Director of CRDB for over 20 years, will retire in May 2019.  The Bank is seeking to recruit a Tanzanian national to the Managing Director position. DICOTA has been asked to help recruit a Tanzanian for this role. We are delighted to be part of this process. In addition, we are highly appreciative of our diaspora communities' input in nominating a worthy candidate(s) for this role.
