Our distinguished Ambassadors   Times are changing for the diasporas worldwide. The relationship between the diaspora with their homeland is at a pivotal turning point. At the heart of this change are diaspora engagement policies. Our motherland is among the countries working on a diaspora engagement policy. DICOTA 2018 Convention programming team understands that an effective diaspora engagement policy subtly shapes the basic terms of citizenship and sovereignty. Ambassador Liberata Mulamula is a career diplomat with 35 years of experience having served in various capacities at the Tanzania Ministry of Foreign Affairs and its Diplomatic missions in New York (Permanent Mission to the UN), Canada and the USA.   Mayor John Chelminiak, first elected to the City Council in 2004, is a champion for human services. The mayor represents the council on the Puget Sound Regional Council Executive Board, the Bellevue Convention Center Authority Board and the coordinating board of All Home. He is council liaison for Bellevue's Planning Commission and the Wilburton-Grand Connection Citizen Advisory Committee. Ambassador Anisa Mbega, is the Director of the Diaspora Department at the Ministry of Foreign Affairs, East Africa, Regional and International Cooperation.
